I have been working for the Warminster Township Public Works Department for over 13yrs. I have worked in all phases of the public works field from Laborer, Equipment Operator, Traffic Maintenance & Etc. Currently  I am the Traffic Foreman for our Traffic Signal Division. I am responsible for all pavement markings, street lights, road signs, sports field lighting, traffic lights, insurance claims etc. At present I am certified in the following.

Todd Caton - 3rd Vice President and Membership Co-Chairman

Assistant Supervisor Traffic Maintenance - County of Ocean (NJ)

I have been working for Ocean County Engineering for 13+ yrs., in traffic maintenance. At present Asst. Supervisor for the Traffic Signal Division. Throughout my time with the county I was started in the paint shop working with linestriper and thermoplastic for road markings, after a few years transferred to the Traffic Signal shop where I spent the rest of my time as a Traffic Signal Technician.

Carmine Guagenti - Secretary / Treasurer & Director

Retired, previously from the City of Bayonne (NJ) Police and Fire Signal Division

Carmine joined the IMSA in 1975 at the IMSA conference in Atlantic City, New Jersey.  He then started to attend New Jersey Section meetings and was first elected 2nd Vice President and worked his way up to Section President in 1980.  In 1983 Carmine was elected Alternate Director, in 1985 he was elected Section Director.  At the Section level he has also served as the Secretary/Treasurer, Certification Chairman and Journal Chairman for over 15 years.  On the International Level, he was elected to the Executive Committee as a Board Representative, and in 1992 Carmine was electric Vice Chairman of the Board and served three years in that position.  In 1995 He was elected Vice Chairman of the Board and held that position until 1998.

On December 31, 1997, after thirty years with the City of Bayonne in the Police and Fire Signal Division, he finally retired.  The last twenty years of his employment with the city he served as Superintendent of the Police and Fire Division.  Some of his responsibilities were the maintenance of the municipal fire alarm systems and communication centers also maintaining 116 traffic signal intersections from the design of the intersection to complete construction.

James Q. Klinge - Certification Chairman

ASKCA Inc. (PA)

James Klinge is the General Sales Manager for ASKCA Inc., a Pennsylvania based company which supplies products for the transportation industry.  James is involved with teaching the Sections training programs.  In June of 2005 James was elected as the NJ Section Certification Chairman.  James is also part of the IMSA Program Approval Team (PAT) for the Traffic Signal Level I and II certification programs.  In 2006 James received the IMSA Outstanding Volunteer of the Year award from the IMSA.

I collect vintage military firearms and enjoy reading military history.  If I have any free time during the summer months I'll usually spend it fishing.  I am also a Master Mason and member of Charles M. Howell Lodge #496 in Millersville, Pennsylvania.

James has been an IMSA member since 1996, a IMSA moderator since 2000 and the New Jersey Section Certification Chairman since 2004.  James is certified in:
